I wonder though the true context of the picture. We don't know anything about the circumstance: they could be planting all along the street and taking a break, they could be volunteers. It looks way to blatant to be abuse, even Chicago unions are more discreet than that

a picture is worth a thousand words, most likey they taking a break,chillin, and some nosy fool with a camera decides to take a pic.

could be worse tax dollars could be used to kill innocent women & kids............
