I'm assuming these are people who try and buy a membership but for one reason or another they are denied? Am I correct in assuming that?

Also alot of ppl like to submit bogus PIS data. Then when they see the ccard input they back out.

So. That's not the actual cc scrub?. That's just name and e-mail submit before the billing page?
