yup, you definitely have to get permission and pay to record song parodies. Al gets turned down sometimes.

BUT lots of radio morning shows do them, Howard Stern used to lots of them. I guess the difference is that he doesn't sell them so that is fair use.

the thing i always wonder about is there is a radio station i sometimes listen to and often when they are doing some lame local commercial for like Big Sid's Muffler Shop, they play well known classic rock tunes.
