maybe ??? it's looks similar to Directi - registerapi - 6,99$ which is ICANN approved Domain provider 6,99$ is register account FREE with no prepaid limit - they operate from INDIA

here is them global country customer/reseller list

it's easy to open reseller account -

If you look for cheap reputabale registar check this:
RegisterFly - it's ENOM reseller - I use it a lot - prices start from 9,99$ but very often are rabte as low as 7,99$ - many other services - live support

other (not checked by me personally)

!!! ICANN accredited IntlDomain i found it last time - not use it - it's look nice
Domain Pond - good if you are looking for expired domain
don't forget about godaddy - but for me it's not so good - i have heard few bad words about them last time ;)
