i was about 2 miles away from where the building collapsed in thailand. was in a car at the time in typical bangkok traffic jam, just felt like driving through some beach sand. some people with rooftop pools had waves, but no other buildings collapsed. rumor has it the developer used cheap materials. also just like america uses mexicans for their shit manual labor jobs, thailand uses migrants from myanmar, cambodia, burma, laos most workers were likely undocumented. the quake did not feel that big in bangkok and almost nothing felt in pattaya from what i hear

I think the moving part is normal and how the earthquake protection works. Kind of like bridges, which also have to be flexible, not to collapse. Skyscrapers all over the world move due to strong wind even, around 1m in every direction.
