I still cannot believe people are still asking this question. Let me give you an abbreviated list based on 5 years of using Ibill and our personal experiences with them.
1. lack of customer and technical support. ( recently we contacted their Fraud department 5/3/03 via phone and e-mail, still no reply as of today 5/30/03 )
2. Constant and persistent CMI problems today and yesterday are typical examples, as of 5 minutes ago the CMI is still down.
3. Sign-up pages incompatible with Netscape Browser's 7 and above.
4. Check2 system. ( the latest greatest online check method ) dose not work with Netscape.
5.Your personal account information shared with other account holders.
6. Non payment of web 900 money from last year.
7. Ibill staff unaware of current Visa situation ( example verified by Visa is not going to be available to Adult accounts ) ( Epoch reported this today, Epoch are on the ball, Ibill is not ).
8. I would personally spend 8- 10 hours a week on the phone with my Ibill rep sorting out problems with IBILL
This is the short list but its enough for us to drop them and Use Epoch and CCbill in their place.

Let me add to that list:
9. They charged people the $750 VISA fee even though they cancelled or stated they did not want to use VISA anymore.
10. They double charged the $750 VISA fee for many webmasters and some are still waiting for the refund.
11. They stop paying webmasters as soon as you have new signups and just want their Holdback .
12. They stopped paying celeb webmasters without any notification but still kept charging their customers and rebilled them.
13. They lie when you call them.
14. They break contracts without any notification.
15. They are stealing webmasters money.
SIG TOO BIG! Maximum 120x60 button and no more than 3 text lines of DEFAULT SIZE and COLOR. Unless your sig is for a GFY top banner sponsor, then you may use a 624x80 instead of a 120x60.

From my experience with using them for the past 6 years (although for the past year only as a backup incase our own processing system lost its merchant accounts or such), they are TERRIBLE.
Here are some points, I'm sure most were already said but I'll say them again =)
1 - They steal money. Their stats never coincide 100% with our own system and whenever we've confronted them with evidence, they get nervous and start to stutter heh and blame it on bugs and promise ot fix the amounts. I'm sure many smaller merchants don't even notice this if they don't have stats/tracking on their side.
2 - Their CMI, as said above, is down very very often (including at this moment)
3 - Their customer service is terrible. Many hours are wasted trying to get ahold of the right people there whenever problems arise (which is quite often)
4 - Despite all these problems, they charge extremely high rates compared to their competition.
There are many other small factors as to why so many people hate them (even if they still use them), but I'm already bored of this topic so I won't go on ;p
But on a side note, I got a measure of revenge by ramming the go-kart of their VP into a wall at last year's party at CybernetExpo in Montreal =)...I got disqualified but it was damns ure worth it heh
Verified by Visa is a method that uses passwords to help control fraud . The problem is that Visa will not at this time allow recurring billing with this option. Epoch's Chris Mallick made a post about this problem this morning in another thread, this tells me Chris / Epoch are on the ball with up to the minute info whereas Ibill are just posting that this option is available ( see their CMI, if you can get to it ?) and don't seem to be aware that most if not all adult webmasters will not be able to make use of it until they lift the restrictions on recurring billing. Chris makes this point very well in this thread and is willing ," again" to do something on our behalf.
