"For example, if a U.S. based supplier sells digitized products over the Internet (i.e. digital downloads) to a consumer based say, in Germany, the U.S. company will be required to charge/account for German VAT at 16 percent on the sale price," Fay told internetnews.com. "If the U.S. company also sells to an Irish consumer, 21 percent VAT will have to be charged, a UK consumer 17= percent, etc."

And that includes companies that offer things like Web-hosting, ASP services, sales of downloadable software and upgrades, the sale of electronic books, streaming music, digital movies, computer games and even distance-learning services.

That is just daft!
How can they expect this to be enforced? It´s like saying that if you go to the U.S. on holidays from Europe, you have to pay VAT for everything you bought while you were there! A customer that buys him self a membership to an adult site that is hosted in America, is technically going all that way to watch it. Or that is the way I see it. I mean how can a government tax a company that has nothing to do with that country? If the company is not based in that country, nor is it targeting the people of that country, how can it be held responsable for people buying theyr products?

I dont know how they will enforce that or if its true.

I know in Aus we charge an extra 10% for GST now when we sell to an Aus biz or consumer. But we don't charge GST for overseas clients. I really don't see how they can do it.
