Do exchange links and paid links still work or too risky to get penalized?

Do exchange links really worked and still works for you today? And what about paid links?
Doesn't Google penalize you heavily for doing either?
I'd like to know your experience of doing link exchange and paid links in the recent years and if you got affected by the penalization.

Yep, all top 10 tubes spend shitload of money on backlinks otherwise they would lost their positions. That is a curse of porn, in mainstream is possible to rank good if you write quality content while in porn that is not a case. When you see quality sites like freeones/rabbit reviews completely destroyed in google you know what time it is . And what is also annoying, bing as only valid competition of google followed google steps.
