In North America we slightly cook ours over fire or heated plate - then serve with french fries (in Canada Poutine) - we don't put egg on top but rather cheese bacon tomato ketchup - mustard some tomato then call it a Quarter Pounder with CheeseComment

for real tho raw meat and fish are not dangerous provided they are served in sanitary conditions, cooled properly and copiously seasoned. one of the benefits of seasoning (peppers, salt, herbs and spices) is to delay decomposition of animal flesh. smoking as well
so not dangerous if prepared by someone who knows that they are doing

I remember a friend ordering that in Thailand before he would leave the next day.
I warned him that this Thai place, with not much customers, wouldn't be my choice.
I was right, was there too long and he puked all the way from Bangkok to Amsterdam.
