Why is sound of bluetooth headphones stronger over cellphone then on PC?

I recently bought bluetooth phones and for some reason when i play sound over PC with maximum sounds, it does not really that loud, compared to when i pair it with cellphone and then it's really loud.
Any idea why is that? Better soundcard in cellphone or headphones made for cellphones ?

IF I am correct there are settings on the IPhone where you can make the sound louder - I am unsure but there was a night time setting but also in the settings you can customize your audio there. Normally when I plug mine in - the sound jumps to high which I think is default.

Your computer without a good sound system will not have a sound card that is capable of higher quality sounds for example sending out 60W. Most computer sound systems have head phone jacks and that is the best way to listen to music etc. with your computer
