Don't most all hosting services have one click wp installs these days, or have I just been lucky?

Considering that WP as a platform counts for such a huge chunk of the websites out there, I would think hosting providers would go out of their way to offer such installs.

For managed services yes. Unmanaged is $5 for a reason.

All of my WP installs have been one click installs. I have about 20 of them on my VPS.

Things might changed in the meantime, but before fantastico(WHM cpanel plugin for one click install) was almost a standard on every shared hosting.

Shared hosting, sure, you can leverage the prices on licensing. With VPS you need a license for each instance.

Freelancer or Fiverr is your best friend with your budget

Post that same request on those sites and you will be up and running in less than 30 - 60 min.

If your host doesn't have one-click type install capabilities setup for even their cheapest plan, find a new host.

Digital Ocean's cheapest droplet plan is $6/mo, and you get access to everything the higher-priced droplets have access to, for example.
