That is not really cheating - it simply means how some ip loaded ad banner many times, it could be google bot and any other crawling bot as well which have tendency to crawl full website and such thing cannot be controlled in most cases . Since impression are paid per unique view per advertiser, that should not represent a problem .Comment

If it indeed is a crawler bot, the ad-server should filter it. The report clearly report impressions, meaning the ad was loaded - otherwise it should have been reported as a request, or better yet, not reported at all.
I don't know which ad-server is used but advertiser or network manager should be able to set "auto disable" if ctr falls below a certain value.
It is however not fraud to have a low ctr

It would only be wise to remove a placement if your business model is to NOT make money.
If you run a fully transparent network, there will be an advertiser for all placements.
Just today I read an old thread on BHW about how adbombo (or whatever it's called) hotlinked videos from xvideos. Xvideos put a stop to that but still allowed them to embed even though they lost money by doing so, but they were willing to do so for the exposure.
Yea, if it is just you buying ads and you look for conversions, you should just have unlinked the placement and let him run his passback for as long as he wanted - probably losing 5-10% in impression loss
