That's almost as funny as dodobirddomains.com which recently expired.

That's why it expired. After a year they realized it is gay.

Does a domain that contains words a surfer searched for always come up higher on the search engine than a domain that does not contain those searched words?

No, I'm talking about good domains.

For example, if I had hotsex.com and someone searched for "hot sex" in the search engine would I have better chances of coming up much higher than others not having those words in their domain names?

Google ranks pages by a score it gives them. The domain does raise the score but its not that significant. The page title and the number of links that page has pointing to it are much more important.

Ok, I'll have to keep that in mind.

Regarding submitting to search engines do you recommend manually submitting to each one or using a site like:

http://www.submitcorner.com/Tools/Submit/

and submitting to all the big ones at once?

That won't do shit. The best way is to get a popular page that is already listed in many search engines to link to you.
