All referral links to ccbill.com link to refer.ccbill.com, however, that doesn't resolve to an IP address anymore, so currently everybody linking to ccbill's tracking software sends traffic into nothing.

This is obviously a DNS issue. Check this test out... I see 2 different IP numbers. Looks like they might be in the process of propagating over to a new IP number. This would explain why it's a hit and miss depending on where you are located. Looks like Angel and Jesus messed up.
