As far as I can tell...they are simply news clips. Put them together and yeah...it's obviously showing Biden as a perv.

But there isn't any text there at all saying that Biden is doing anything wrong. The videos and images speak for themselves..

Pretty sure that video of Biden publicly sniffing kids hair and kissing all over them that has already been used publicly isn't prohibited.
