Will UK age verification laws be stricter than Germany's?

I guess they will be as I think the UK government has been boasting that their's will be the strictest in the world. But maybe less strict in the sense that the UK law only requires UK visitors to be verified, but in Germany all visitors have to be verified?

Or to put it another way - would life be easier as a German adult webmaster than a British adult webmaster (when the UK law is finally implemented)?

A number of people here have said that the requirement is only that UK visitors (ips) are verified. The paper detailing the plans seems to be clear about that too.

the one and only thing that germany have changed is that all adult companies are offshore and do not pay tax in germany.

the number of german porn sites since then is today 10 times higher as it was.
