Then we had a huge number of people in manufacturing and a few other trades. Today Globalisation and Automation are reducing the need. So a lot of people are left without a decent job, no prospects, on welfare, resorting to crime, etc. Then there's the effect on wages. Constant increase of people applying for jobs means companies can lower wage bills, this lowers tax revenues. So at a time that Governments need more money to support the people revenue is falling or stagnant. Hence more borrowing.
