I think the EO you refer is about foreign actors, not domestic.
All politicians here are civilian. Including the commander in chief. No matter his/her previous military record.

So, the only way that could be remotely possible is if the US Military was at war with the United states which also is not allowed.
Military here is forbidden to police on domestic soil. It's very specific.

Amercia extracts less than 2000 tonnes of Uranium a year, the worldwide extraction is over 60,000 tonnes, production is so high the price is at all time lows.
