Funny, this is exactly what IBM was arguing for back in the 90's.
Yes, it is about the cost in the US compared to the rest of the world that leaves us in a disadvantage as seen from the eyes of larger corporations. According to IBM then.
It's about the cost stupid. And who is paying for it.
This gets the bulk of the burden off the backs of corporations. They should just love it.

The Republican party has changed.

They're all about big business sucking off lady liberties titt.

If big business doesn't have to pay insurance to employees as an incentive they save trillions and there are plenty of other cheaper incentives to give high quality workers.

Yea... that was my thinking.
Big Biz wants it so, it's going to get interesting.
Can't figure out why this went nowhere in the 90's except now the costs are more than double for them.

The administrative costs for it alone are mind blowing enough for a large co.
Perhaps there is hope. The devil is in the details.

If they treat it just like Social Security and take half the cost from the employee and the other the employer, it probably is fair to all compared to current methods that just benefit 3rd parties that continue to run the cost up and providers that game the system.
