As for allowing low skilled workers in for jobs that need workers. Firstly raise the wages to attract more if that doesn't work well enough. Top up with workers from overseas and only those who are workers. Not the whole family.

Islam doesn't have much to say about sex itself. Generally, all religions are pro sex and have a lot of the "make your husband happy" stuff.

It's very hard to disentangle cultural issues from religious in the ME. Islam is so pervasive in government, law and society that most Muslims can't distinguish between what is cultural and what is religious as it's basically all the same when you're raised in that environment. Generally, they are all extremely conservative but in most cases the extreme conservative stuff has little to do with religion as much as it does with whacked out leadership keeping a tight grip on society.
