KVS or MechBunny both can do that, and are 1 time purchase softwares. KVS is $99 - $499 depending on which version you choose, and MechBunny is €399. I think that ElevatedX is $199/mn so you must be looking at the hosted version that includes hosting. So you'll have to add hosting costs onto the above figures.

I choose MB due to the fact that I can use it on as many domains as I like and it's all open source so I can make any changes and updates as I would like. Pretty quick learning curve, I spent a couple of weeks going thru the code and was able to make all the changes that I needed. They only have 2 themes included with the purchase, but there are a couple of websites that sell MB templates, and there are a number of designers that can do whatever you need.

I've also heard good stuff about KVS too. They have 6 themes that come along with it, and I would assume that you could find someone to make whatever you need if the 6 that come with it can't be modified to do what you need.
