The market has changed. More niche and fetish. The glamorous "model" look is out of fashion at the moment.
It's all a cycle.
When I first started in the 1990's, "Teen" was THE biggest selling thing.

As the amount of content produced decline, the amount of money to be made decline too.

Yes, but 250€ was a different kind of money 10 years ago. The central European countries have improved economically a lot over the last 10 years.. while the pay has not changed much.
As for the models you mentioned, most of them are those top glamour chicks that shoot for a different kind of money. They can easily travel these days, it wasn't that easy back then.
I can still get a sexy new girl that will do that for 200-250 per scene, but the amount of these newbies is very low. They usually quit after they find out it is not worth it for this kind of money.
As for webcams, that is a different business... The girls in the 18-25 age group can't do that while living with parents (and many here do live with parents till 25) or while having a boyfriend, as it is time consuming. The money for models and content has been frozen for decades. A lot of the times it has dropped.
I was talking about the models I shot. Most had no problems getting into the States for shoots. The EU is open and before freedom of movement it was easy to get foreign models into the UK even Russians came to the UK.
Back in the day good looking newbies never quit because the money was low or work wasn't available.

I used to shoot first timers 10 and 20 and 30 years ago. It was a breeze. A few references were all I needed to get 3 or 4 new talents every week. And I didn't really do porn. All I was shooting were amateur / glam nudes.
