i've made hotornot.com like script, where users can uplaod there pictures and anyone can vote for them, comment and contact users, either via email or site's instant messanging.

Has very detailed admin panel, picture moderation, send email to all users with once click. Easily chnage user permitons
Easy html editing.
Very easy to turn into pay site.

That's too much. This one http://www.prophp.com/imagevote.php is $125 and works great. I use it on http://www.ratethestud.com . I have no affiliation with the script maker other than buying and using his script.
