1) - How will you improve my search engine rankings?
2) - May I have a list of current and past clients?
3) - How do you measure the success of your SEO campaigns?
4) - What are your fees and payment terms?
5) - How many hours can I expect per month from you?
6) - What technical aspects of the website will you be auditing and fixing?
7) - How often will we be having meetings?
8) - What sort of ranking increases can I expect?
9) - How will you analyze campaigns and report on them?
10) - What happens when we part ways?

Anecdotally: I spent $xx,xxx on SEO/linkbuilding from a well-known professional in 2016 and lost 3/4 my traffic when Fred hit early 2017. He took my money and did traditional SEO things like keyword analysis and shit, and in the end it was a complete waste of resources.

Your top competitor theporrndude never hired an SEO guy. Instead he wrote unique reviews and traded links with the best sites possible. I don't think any SEO guy can do any better than that.

Yeah, losing that kind of money sucks and having Fred take it all away. Throwing tons of money into SEO for the "hope and pray approach" + something you cant control "google" isn't a wise move these days.

Everyone who does SEO knows that you can not give a guarantee. Google will change its positioning rules and what you've been doing for 2-3 years may no longer be right.

for the record: once it was completely legal to get links from catalogs, sometime even in 2008-2010 - google changed the rules and people cried.

Just curious, without knowing what site it is you want this for, how do you expect people to be able to answer all your "conditions"?

These 2 in particular rely totally on the current condition of the site SEOwise:

1) - How will you improve my search engine rankings?
8) - What sort of ranking increases can I expect?

This one would depend on how much there was that needed to be done, which would depend on the current condition:
