Was done many times already. Putin has so-called "national guard army" (police) which is... bigger than the whole military army of our country. Yes, Russian army is not as big as the internal forces that have to protect Putin (over one million of them). Let's be honest. Yeltsin was a president of Russia in 1999, not Putin. Perhaps Putin was a part of that plan, but all the general decisions were made by his boss - Boris the Great. That man wouldn't allow anybody to play an own game on his field.

P.S. I have a buddy who was a machine gun operator during war in Chechnya. He has served in the middle of 90's when nobody even knew about Putin. He told me it was like they have completely pushed Chechen separatists into mountains, so the aviation could wipe them out just easily, but they always got a command to retrieve and let them go (why???) And that has happened for multiple times. The operation was controlled directly by... Boris Yeltsin.

Two things:
a) war is great business. Especially if it's long war...
b) like Romans were saying - show me who profited from it, and I will tell you who did it...Strangely, after starting (and winning...) just another war in Caucas (reason for it: 1999 bombings), Vlad got really great rankings that allowed him to do what he did later....Litvinienko was also saying "interesting" things about 1999 bombings...
