A nuclear war is when someone (say Russia) uses strategic warheads against other country on the other continent. The different thing if it's uses tactical nukes to eliminate some country in the Europe or somewhere esle. Do you remember Hiroshima and Nagasaki? That's exact a power of modern tactical nukes - Americans in 40's were using bombs, while now we can use ONE single missile like "точка у" to do that.
