i'm looking for the same thing...and since i don't want to take any risks, it's even harder to find 1...
visa is a pretty big chunk of the sales...
ccbill does process MC and checks for non US/EU webmasters
if anybody can reccomned a known billing company that will process visa it would be cool

Personally I changed most of my processing away from ibill in Nov but they are still processing my visa rebills and new signups for me (using as backup procesor sometimes) through there euro relationship.

I bank there euro checks here in OZ and they clear but they do have a US$25 bank fee from there london bank with every check. Though canadian webmasters seem to be having big issues with the ibill checks cut from there euro branch.

Glo-bill does.

Acpay does, though they are not really an ipsp but still allows you to accept visa.

I only use these 3 so can only coment on them.

I don't understand why you call it CCBil EU and not CCBill Europe?
There is a major difference between EU and Europe. Your merchant bank is not even placed inside EU.

calvin, it seems that Visa has divided Europe up into the mostly western European countries (which goes by 'EU region'), and they have another region as ?Central & Eastern Europe, Middle East & Africa (CEMEA)?

?so it seems that is how it was divided and labeled. As for the above reasoning, my guess is that because the western region contained all of the EU countries (in addition to other countries, I understand), that was the reason it was labeled so

Why not just set up a Euro or US company and be done with it? It's not that hard, you can find companies that do it all for you, down to answering the phones...

I registered with probilling last monday, and they will not help me set it up. Fed me some rubbish, and I wasted a week of my time waiting for support and help that has never came. FUCK THEM.
