Other than email, how can you promote this product with those rules

It is just me or those guys don't give a little chance to an affiliate to make money?

Well, ask them for a list of methods they allow.

And maybe find other sites who promote them and see how they do it.

what above means is that they don't want you to pay for clicks on service like google adwords.

for instance when someone searches for "their brand" or "theirbrand.com" they don't want your site to outbid theirs in adwords.
