This was simple. All he needed to do was meet with some of the victims and say some nice words. Instead he talk about how "huge" the storm was and how "huge" the crowd was.
All he had to do was meet with a victim and say "I'm sorry this happened to you" and "We stand with you" or "the nation stands with you" and offer up some solutions such as "I talked to members of Congress and we are putting together an aid package". But instead he talked about how large the crowd was.
