My understanding is that he would have to go to a recruiter, petition to get a waiver so he could go into the service with the understanding that he will have it removed once he is active duty. They might then pay for it, but maybe not. At least then he would have the money to get it done.
Personally, I think the tattoo rule in the military is dumb. They are training you to go kill other people, but somehow a tattoo disqualifies you from being able to do so.Comment

And rightfully so. The military went through years of analysis to see if having Trans serve was an issue. They concluded it wasn't. They trained soldiers what serving with trans is light. They start accepting trans. Trump comes along and says they're not fit to serve despite everything that was learned.
