The overall reaction from Trump supporters, who read the letters, is that Mueller can't get Trump for his RICO violations because it's outside Mueller scope. They don't even care the evidence is there in black-and-white emails.

Of course he can - don't be silly.

Anything illegal that comes up in the course of the investigation will be prosecuted. Mueller has the right to investigate financial matters - obviously - and when they reveal crimes they can and most likely will file charges. It's an investigation, and when the investigation turns up crimes they cannot just ignore them.
