That wasn't really changing lanes. Looked like he was moving across a double line.

But, this guy could take some responsibility for his actions because he was moving at twice the speed of every other vehicle, and the car he hit was about 10 car lengths ahead of him when he changed over. That means he was going way too fast.

In almost every case, when you run into the back of someone it's your fault. Now that I think about it, this guy is an asshole and he has no one to blame but himself.
