Yeah was thinking about the same, somehow fishy that only the western nations got leaked, possible reasons:
1) there is nothing to leak from the Russian side (they don't know how to properly hack etc which I doubt)
2) there are no whistleblowers there
3) wikileaks is truly a propaganda tool as you mentioned..
