He is in crisis mode, and there hasn't been an actual crisis yet which wasn't self inflicted. During the campaign, he was a bull who brings the china shop with him wherever he goes, and it doesn't seem like his presidency will be any different.
Crisis after manufactured crisis on a steady basis will only go over with the Republicans for so long until they have to finally flush this turd. Of course, that's dependent on Ryan and McConnel growing spines.
