Someone please correct me if I am wrong, but the only people who should salute anything is people in the military. Furthermore, they only salute if they are in uniform and even then only if they are wearing their cover - Meaning if they are inside and not wearing their cover (hat) they do salute.Herschel Savage

If he was already sworn in when the OPs picture was taken then it is fine although not required if the Commander in Chief salutes any subordinate that salutes him - this was confirmed by Reagan while he was president and started doing it occasionally...as have other presidents especially in a ceremonial situation.
As far as all other civilians - anyone with a grade school education knows that you salute a passing flag or paying respect during the national anthem by placing your hand over your heart - and if you are a male... wearing a hat...removing it ...and of course everyone standing
