I can believe it, I suppose the particles in the ice crush closer & closer as it freezes harder, creating a rough jagged surface on the edge of the layer. Is this correct?

not sure how it is there, but roads are generally plowed and salted after snow falls so it gets wet in between the deep freezes then ends up smooth as glass. at -20 i don't think salt melts it either so in some places they will lay down sand just to build up the traction.
