One small tactical nuke of 500 kilotons exploded about 100-200 meters above the entire battle group will do the trick. E.g. SS-N-19 "Shipwreck" or SS-N-27 "Sizzler". They are cheap, fast and have about 2000-2500 tactical range (can be launched from planes, ships and submarines).

Sorry but I don't think that the US taxpayers will be happy to know that it absolutely useless against other armies because they have the modern anti-ship cruise missiles and tactical nukes. China, India, Iran and even Pakistan can sink it in minutes. What is the reason to spend such a big money to it?
