Federal soldiers are closely regulated on domestic soil
In the American Civil war brothers and cousins fought in both the Union and Confederate armies shooting at each other. In civil insurrection you end up with destruction like we see in Syria. Foreign forces taking sides. The Spanish Civil war is a good example. |
