What I know:
- One of my fetish sponsors was with Dutchbilling, and has recently switched to a different processor, for what was described to me as "many conflicts & issues".
- I am owed money from DB for promotion of above-mentioned sponsor, which is now about 2 months past due.
- Above-mentioned sponsor has paid me out of their own pocket to cover DB's unwillingness to pay me.

Well as a owner of a extreme partnership program i can say that there is alot of stories about dutchbilling, they have they problems with chargebacks so if you have a chargeback/credit % over 2.5% they suspend your account.
But on the other hand can you comply with they crazy rules, then they will pay you. i have been paid every week form 7 month now.
Some of the crazy rules
you must have more signups than recurring
you must make more than 1000$ a week total
But my guess is that they are closing down, and try to scare people away so they don´t have to pay all the cash..

Well they closed my account back in May but they have paid what they owed me to that point. I experienced the same with IBill and they have not paid so I cannot say DB is worse than IBill.
ISIG TOO BIG! Maximum 120x60 button and no more than 3 text lines of DEFAULT SIZE and COLOR. Unless your sig is for a GFY top banner sponsor, then you may use a 624x80 instead of a 120x60.Comment

It seems you have to be very careful of anyone who does not process for sites that are within Visas guidelines, which is not such a bad thing.
