I thought they were both operating using some kind of notes which they had at their podium. In the video you can see both podiums have papers on them, most likely some kind of notes or outline.
It all depends on what the rules for the debate were, but it seems to me like both have notes at their podiums.

They're allowed to have notes and a pen to write things down. Every political debate I've ever seen in my life has this.
And they BOTH know EXACTLY what the questions will be ahead of time so they can pre-rehearse the answers, just like every other debate. Otherwise they wouldn't do it and risk a 'Gocha' moment on stage.Comment

Even with notes, Clinton offered nothing except more of the same. She has no plan to end ISIS, poverty, the export of jobs, growth of China, migration, etc.
The biggest problem facing the West is the Growth of China. It wouldn't be a military power if not for sales to the West. N. Korea would be broke, pollution would be lower, incomes in the West would be higher.
All so we can have cheap disposable junk. They're in the business of putting men into space, building airplanes, nuclear power stations and holding the West to ransom, so we keep getting weaker. Fucking madness.Comment

The problem is, even if she had the greatest plans on earth which within a week would stop ISIS, solve all poverty in the US and get everyone jobs - all she would do is say them before election time. She would never execute them, because then she would bite the hand that feeds her: She's a candidate, 100% supported by all establishment politicians, corporations and mainstream media, because she will continue their agenda. While personally I don't think they should even be given the questions there is a difference between that and putting the answers right in front of you. If they allowed her to have that then why did the guy slip in before and after to place and retrieve the note pad? Why would there be a blank pad already there if she was allowed to bring her own? They are allowed no aides... She supposedly spent a week preparing. She couldn't remember the answers to handful of questions? Many of my teachers in school gave us the questions to exams to study but they damn sure wouldn't allow for us to have the answers to them laying in front of us during the test.PLEASE WAIT WHILE BIDEN ADMIN UNINSTALLS ITSELF.....

You cannot bring in notes to the debate, that is cheating. Hillary Clinton did not write what was on her paper during the debate, therefore it was brought in, and therefore she cheated.
Hope that helps explain how she cheated.
