            First of all 2257 is an American law and NOT an international law. It doesn't apply to Canada, Europe, Africa, China, etc.

            Second in any nation there are tons of pre-existing laws that could be applied against the tube sites. But for whatever reason the various law agencies chose to do nothing and there's no political will to pursue the problem.

            (eg. Mindgeek's servers are located in Montreal Canada and but even a cursory search on their sites yeilds many results that would challenge the definitions of obscenity as defined by R. vs. Buttler and therefore should require evaluation by the crown as is under the Butler method of analysis - Once again no one is taking action to enforce current laws or processes )
