Visa doesn't like the idea that people are claiming that holding a credit card is proof of being over 18. So they are cracking-down on AVS sites.
Since AVS is really just a network of shared access, a-la Swoit, and the age verification thing was always a marketing gimmick, it is easy enough for them to call themselves something else.
The other part with most is also the content thing. VISA also doesn't like the idea of individual sites (or at least site owners) not paying them extortion money. To try and get around this most ex-avs sites are now calling themselves the 'site' and what were the listed sites are now just content pages for the AVS system rather than sites in their own right.
