This all comes down to intent and damage. The intention was not to expose classified information; Their intent was to do their job. There was no damage - No classified information was ever exposed.

They really couldn't have just let her off the hook either. It had to be that they took a hard, thorough look, and found grave mistakes, but no criminal activity.

Right wing will now spin this various ways, from "Clinton's backroom deal!" to "Obama fixed the problem" to "Illuminati ordered US to drop charges" to the most reasonable "Yeah, she got off, but barely!" Regardless, I still say she gets a small bump from this.
