That is the way representative democracy works (aka a "republic"). Representatives are elected who actually study issues and vote accordingly, which frequently has them voting on behalf of a public which forms its opinions on insufficient information.
BTW, when you wish Saddam luck, you are wishing luck to someone who built himself numerous expensive palaces to luxuriate in while 400,000 Iraqi children starved to death. The Iraqis sure would be lucky to have him in power still, wouldn't they? Innocent civilians always die in war, but not nearly as many Iraqis will die in this war as would die under Saddam in the next decade if he remains in power.
