While there are idiots who will give these people money upfront, there will be people ripping them off. The easiest way to stop conmen ripping others off is to demand they prove they haver a History of delivering a service or product. That the buyer can verify.

In the years I've been in business I was only ripped off once. It was my lesson. Never give credit or trust until it's earned. Luckily for the conmen, there are many who ignore this rule in their attempt to chase a cheap deal. That usually looks to good to be true. Because it's not true.

I've been ripped off by 3 people so far, which is not much in comparison to the number of people I've been doing business with.
There are good and bad people everywhere.
