Your logic is so twisted; they don't allow shit but they don't have time to waste on penny ante kids that won't go to jail anyway. It is their older black friends that are making the money and they put minors on the street because they know the government cannot afford to house and rehabilitate them.

Just like cops rarely pull over bikes on the freeway; it just isn't worth the trouble for a fucking ticket.
