I want to know simple thing. Can I process my tube with this billing system. What they need from me for this service? I don't live in USA and Europe. I don't have company (offshore). They don't need guys like me?

Contact the sales department and explain your situation. They may need you to set up an American or European company, but that is fairly easy to do on both sides of the pond. If your site will bring you money, that will be well worth the investment.
