Not just free and not only those. All houses which were built in Soviet times were officially officially belonged to the government because there was no private property (once again: officially). So every family who lived there got them from the government and for free. It was like a temporary lease.
When communist party has finally gone and Russia turned into a capitalist country, new new government simple decide to give ALL those houses to the families who lived there... also for free! Well, formally it was not for free and every family who decided to privatize their homes/apartments given them for free by the Soviet government, were have to pay some symbolic price for paper work. I don't remember, but it was something about $10 per a house/apartments.
That's how all houses which were built during the whole Soviet era has become private property for free. If you know the house prices in Moscow ( even during this financial crisis, the smallest one-bedroom apartments in the ugliest Khruschevka cost a slightly less than 100K USD - use Google Translate to read "RBK Economics" on house prices here), you should realize that every poor babushka who has an apartments in Moscow (some have a few because they have inherited from deceased relatives) have instantly become millionaires.
Thus some "poor" grandma who lives in a 3-bedroom apartments somewhere near the Frunzenskaya metro station, can sell it for 106 Million Rubles which is equal to (ta-dam!) $1.6 Million Dollars USA. So she is much richer than 99.9% of GFY'ers. Think about it :winkwink:
I don't know another country which simply gave away all the available housing to its citizens for free.
