Google Domains is currently available only for users in the US.

Note: Your location is determined at checkout by the billing address for the credit card you use with your Google account to purchase or transfer a domain.

They've been a domain registrar for years but primarily used it for datamining whois records.

If Google is both a registry and a registrar they can afford to sell the new gTLDs that their new registries were awarded very cheaply; like: .xyz domains. Google's registry would only incur the ICANN fee and their administrative overhead.

When GoDaddy starts to charge more than a $1 people will move their .xyz away to renew their registration rather than drop the domain name.
