The shops are empty because the council wants so much for shops that can't afford to open.

I know Liverpool pretty well and the Smithdown road area is pretty shitty.
It's a really long road, over a few miles long and there are a lot of damaged and vandalised properties in the area.
The majority of businesses in the area that take cash payments have to use security glass to stop shoplifters and theft.

I don't know about business rates in that area but we pay about £500 per month in rates.
